Andhra Pradesh Chief Minister YS Rajasekhara Reddy has rewarded his sister P Sabita Indra Reddy by elevating her as the state Home Minister, making her the first woman to hold the post.

Incidentally, Sabita’s late husband Indra Reddy too was a home minister in the NT Rama Rao cabinet in 1994-95.

Sabita was minister for mines and geology in the previous cabinet.

Meanwhile, senior ministers K Rosaiah, Dharmana Prasada Rao, N Raghuveera Reddy and Ponnala Lakshmaiah retained their old portfolios–finance, revenue, agriculture and major irrigation respectively.

The Chief Minister announced the portfolios for the new ministers, who were sworn-in on Monday night, before leaving on a pilgrimage to Jerusalem on Tuesday.

HYDERABAD: Low voltage and transformers and material shortage in the villages raised the ire of elected representatives of Ranga Reddy district on Saturday. At the Zilla Parishad general body meeting, members criticised the Government and the A.P. Transmission Corporation for diluting `free power' promise to farmers.

Parigi Telugu Desam MLA M. Harishwar Reddy alleged that the electricity department was not able to meet the demand for new transformers or replace burnt ones in time. Since all farmers in the region were completely dependent on bore-wells for water supply sufficient rolling stock should be kept ready, he said.

He also charged that money was being collected from farmers for buying material to provide connections. ZPTC and MPTC members belonging to the Left parties joined the debate and said that in some villages farmers were forced to buy transformers contrary to Government claims that power was being supplied free of cost.

Complaints galore

CPI(M) Lok Sabha member S. Sudhakar Reddy lent his weight behind the charge and said power supplied for villages was not enough and suggested staggered timings every 15 days to ensure that each village got power at a specified and earthly hour. Low voltage too was endemic and there were many complaints of transformers not being replaced on time.

"The next few days are crucial for the farmers and the Government should act fact to save the standing crops," he said. Minister for Mines & Geology P. Sabitha Indra Reddy said she would enquire into the incidents where farmers were forced to pay for transformers and other equipment.

"The Government policy is clear -- not a single paisa is to be taken from farmers," she asserted. Mrs. Reddy pointed out that there were some problems as more power was being drawn with more borewells sunk this season on account of a good monsoon.

Other Southern States were already complaining of excess drawal from the grid.

However, she said the transformers demand would be met and low voltage tackled.

Sabitha Indra Reddy keen on ‘Palle Nidra’ scheme

Home Minister P. Sabitha Indra Reddy on Monday strongly advocated the ‘Palle Nidra’ (Night Stay) programme where officials of various departments would stay overnight in villages to review welfare schemes and address people’s grievances.

“Getting to know the villagers and resolving their problems will bring in lot of fulfilment. It will also save, for the rural residents, the trouble of coming all the way to the city,” she said.
Large-scale inundation

Visiting Ranga Reddy district Collectorate for the first time after taking over as Minister, Ms. Reddy, also the in-charge Minister for the district, reviewed the activities of various departments.
Concern

Expressing concern about monsoons leading to large-scale inundation, she directed the irrigation officials to take up long-term repair works for tanks such as Mantrala Cheruvu and Saroornagar Tank.

Upon being informed about the lack of Disease Diagnostic Laboratory in the district, the Minister asked the Animal Husbandry officials to moot the proposal formally so that she could work on it.

She expressed annoyance at the slow progress of Shivasagar Irrigation Project, which remains on paper for the last five years after the foundation was laid for the irrigation project.

Raghuma Reddy, the APTransco Superintendent Engineer, replying to a question by the district Collector M. Dana Kishore, proposed the High Voltage Distribution System as remedy to the problem of hanging power lines in the villages.

Also implanted into the scheme is a plan to regularise the unauthorised connections, he said, citing the programme’s success in Nalgonda.

Power officials were asked to speed up sanctioning of power connections to houses constructed under Indiramma scheme.
Assurance

Home Minister P. Sabita Indra Reddy on Monday assured to get a month’s additional salary sanctioned for police personnel for their dedicated efforts during the recent elections and also to increase their pay and allowances.

She gave the assurance when office-bearers of the AP Police Officers’ Association (APPOA) came to congratulate her. The association decided to felicitate her on June 12. A press release said APPOA thanked Finance Minister K. Rosaiah, who promised to ensure that police personnel get an additional month’s salary for their poll work.

Sabitha Indra Reddy has been elected for the third time overall, she is the widow of P. Indra Reddy. P. Indra Reddy was also the minister in N.T. Rama Rao’s cabinet before his death. Sabitha Indra Reddy appointment as Home Minister is important because the chief minister Y.S Rajasekhara Reddy looks on her as a younger sister.

In comprising the Cabinet, the Chief Minister Y.S Rajasekhara Reddy already made very clear and signaled that it is mainly his own team that Congress high command’s approval. Hyderabad, May 26 : Andhra Pradesh Chief Minister Y S Rajasekhara Reddy today allocated key Home portfolio to P Sabita Indra Reddy, while reallocating Finance and Legislative Affairs to K Rosaiah, Revenue to D Prasada Rao, Agriculture to N Raghuveera Reddy and Major Irrigation to P Lakshmaiah.

While retaining General Administration, Law and Order, Public Enterprises and all other portfolios unallocated, the Chief Minister gave Ms Sabita, referred to as ''Chevalla Chellemma'' by him, the challenging job of Home, hitherto handled by K Jana Reddy, who has not been included in the Ministry.

Ms Sabita, representing the newly-carved Maheswaram, is the first woman in the state to get Home, which was handled by her husband Indra Reddy, while Dr J Geeta Reddy was given Information, in addition to Tourism, which she had headed in the previous Cabinet, official sources said.

The Panchayatraj Ministry, handled in the previous Cabinet by J C Diwakar Reddy, who was also not inducted into the Ministry this time, was given to Bothsa Satyanarayana, while Mukhesh Goud and Pilli Subhashchandra Bose got once again Backward Classes Welfare and Social Welfare respectively.

While Ms D K Aruna got Smallscale Industries, Ms Galla Aruna was given Roads and Buildings and Ms Konda Sureka Women and Child Welfare. Ms Sunita Lakshma Reddy will be the new Minor Irrigation Minister.

Anam Ramanarayan Reddy was made the Muncipal Administration Minister and Kanna Lakshminarayana Major Industries.

The Chief Minister gave Health to D Nagender, Medical Education to P Sudarshan Reddy, Housing to C Silpa Mohan Reddy, Higher Education to D Sridhar Babu, Civil Supplies to J Krishna Rao and Information Technology to K Venkata Reddy, all new faces.

Hyderabad (PTI): She is popularly called 'Chevella Chellemma' (Chevella sister) ever since she became Andhra Pradesh Chief Minister Y S Rajasekhara Reddy's adopted sister.

Patlolla Sabita Indra Reddy, 46, who has been elevated to the post of State Home Minister, has in fact become Rajasekhara Reddy's good omen and he invariably begins all his programmes from Chevella, her hometown.

It was from Chevella that Mr. Rajasekhara Reddy launched his 1450-km padayatra in 2003 and went on to become the state Chief Minister in 2004.

Ever since, Chevella has become his favourite place for launching all his programmes and Ms. Sabita thus became his adopted sister 'Chevella Chellamma'.

Now, Ms. Sabita has been made the State Home Minister, making her the first woman to occupy that coveted post in the State.

However, as in the past, the crucial law and order subject will be handled by the Chief Minister himself and not the Home Minister.

Ms. Sabita will get to handle general police administration, jails and correctional services, fire and emergency services and sainik welfare as Home minister, according to an official communique.

"It's so thrilling that I have become the Home Minister, a post once held by my late husband Indra Reddy. I am extremely thankful to the Chief Minister for this," a visibly ecstatic Ms. Sabita remarked as news broke of her appointment.

Ms. Sabita was first elected to the state Assembly in the year 2000 in a bye-election from Chevella constituency in Ranga Reddy district following the death of her husband Indra Reddy in a road accident.

Mr. Indra Reddy was the home minister in N T Rama Rao's Cabinet during 1994-95. She was subsequently re-elected from the same constituency in 2004 and made the minister for information technology, mines and infrastructure.

In 2007, she was made the minister for mines and geology, handlooms and textiles in the Cabinet reshuffle.

In this year's election, Ms. Sabita was elected from Maheshwaram constituency as Chevella became a reserved segment in the delimitation.

"I have never imagined even in my dream that I will be made the home minister. This only showed the Chief Minister's faith in a woman's capability. I shall live up to his expectations and discharge my duties efficiently," Ms. Sabita told reporters on Monday.

Curbing terrorism and crimes on women would be her top priority, she said, adding that the law and order situation was well under control in the state over the last five years.

She complimented the state police for doing a wonderful job in the last five years.

Sabita, 46, replaced K. Jana Reddy, who was among four senior ministers dropped by Rajasekhara Reddy while constituting the new cabinet for his second successive term as chief minister.

Sabita, who was elected from Maheswaram assembly constituency in Ranga Reddy district in last month’s election, was minister for mines and geology in the previous cabinet.

A third-time legislator, Sabita is the widow of P. Indra Reddy, who served as home minister in N.T. Rama Rao’s cabinet. Her appointment is significant since the chief minister looks on her as a younger sister.

YSR also launches all programmes, including election campaigns, from Chevella, the constituency earlier represented by Sabita. He considers the place lucky for him as it was a 1,500 km long ‘padyatra’ launched from here in 2003 that catapulted him to power the next year.

He chose to launch his campaign for 2009 polls from the same town and became the first Congress chief minister in three decades to retain power.

YSR made no major changes in the portfolios of his other senior cabinet colleagues. Senior Congress leader K. Rosaiah will continue to hold the finance portfolio.

Dharmana Prasad Rao and Ponnala Lakshmaiah will also continue as revenue and major irrigation ministers respectively.

Geeta Reddy, who was minister for major industries in the previous cabinet, has been entrusted with the portfolio of information and tourism.

K. Venkat Reddy, one of the 20 new faces in the cabinet, is the minister for information technology.

Mohammed Ahmedullah, the lone Muslim in the cabinet, will be the minister for minority welfare.

The chief minister has kept with himself the two key portfolios of energy and excise.

35 Ministers inducted into YSR’s Cabinet

HYDERABAD: A 35-member Council of Ministers of the newly-elected Congress government was sworn in by Andhra Pradesh Governor N. D. Tiwari in the presence of Chief Minister Y. S. Rajasekhara Reddy and a host of dignitaries on the lawns of Raj Bhavan on Monday evening.

Fourteen of the 18 members of the dissolved Cabinet, who won the election, found a place in the new team, but the Chief Minister sprang a surprise by leaving out four colleagues -- K. Jana Reddy, J. C. Diwakar Reddy, Kasu Venkata Krishna Reddy and R. Damodar Reddy – for different reasons..

Of the remaining 21, all are greenhorns except Gade Venkata Reddy and P. Balaraju, who have ministerial exposure. In his first term in 2004, Dr. Reddy inducted 24 MLAs and later expanded his Cabinet to accommodate six of his electoral ally, the Telangana Rashtra Samiti (TRS). The portfolios are expected to be announced on Tuesday.

In constituting the Cabinet, the Chief Minister sent out a strong signal that it is primarily his own team that has the Congress high command’s approval. Earlier in the day, the Chief Minister consulted AICC president Sonia Gandhi in New Delhi about the composition of his Council of Ministers. After receiving the green signal from her, Dr. Reddy rushed back to the State capital by a special flight and submitted the list of Ministers to the Governor in the afternoon.

There was a huge turnout at the 70-minute-long oath-taking function. Some Ministers like Ponnala Lakshmaiah and M. Mukesh Goud had to alight from their cars and walk to the Raj Bhavan due to the traffic jam. Mr. Diwakar Reddy and Mr. Krishna Reddy were also spotted, the former walking down from his residence next door.

Veteran of several legislative battles and now an MLC, 76-year-old Konijeti Rosaiah is the only member of the Upper House to find a place in the Cabinet.

The remaining team is a blend of experience and youth with Gade Venkata Reddy (70) being the senior most and D. Sridhar Babu (38) the youngest.

Barring Adilabad, MLAs from all the districts, including Nizamabad where the party won a lone seat found representation in the Cabinet. Guntur and Medak districts have higher representation with four and three Ministers respectively reflecting the party’s good performance there.

Exactly half the Ministers, including Dr. Reddy himself, belong to either the backward classes, SCs, STs or minorities.

As many as six women – J. Geetha Reddy, P. Sabitha Indra Reddy, Galla Aruna Kumari, Konda Surekha, V. Sunitha Lakshma Reddy and D. K. Aruna — find a place in the Ministry.

First meeting

Immediately after the swearing-in, the Chief Minister convened the first meeting of the Cabinet ahead of his departure to Jerusalem on Tuesday on a pilgrimage along with family members.

The meeting was held primarily for the Ministers to get to know one another and for entrusting Mr. Rosaiah the responsibility of keeping him posted with administrative and political developments during his visit abroad.

HYDERABAD: Patlolla Sabitha Indra Reddy (46) became the first woman Home Minister of the State after Chief Minister Y. S. Rajasekhara Reddy allocated portfolios to all the 35 members of the Council of Ministers on Tuesday.

The three-time legislator served as the Mines and Geology Minister in the earlier government. She will head the 80,000 strong police force in the State at a time when the anti-naxalite operations have reached a decisive stage. Incidentally, her husband late P. Indra Reddy was also Home Minister in N. T. Rama Rao Cabinet.

K. Rosaiah, who retained the Finance portfolio, lost no time in assuming charge in his old chamber in D Block.

Dr. Reddy, however, kept for himself, the subject of Law & Order, apart from General Administration, Public Enterprise and all other unallocated matters. Dharmana Prasada Rao (Revenue), N. Raghuveera Reddy (Agriculture), Ponnala Lakshmaiah (Major and Medium Irrigation), Pilli Subash Chandra Bose (Social Welfare) and M. Mukesh Goud (BC Welfare) retained the old portfolios they had held in the previous government.Other Ministers to get key portfolios are: D. Sridhar Babu (Higher Education), Jupally Krishna Rao (Civil Supplies), R. Venkat Reddy (Cooperation), S. Vijayarama Raju (Transport), Vatti Vasant Kumar (Rural Development), Kanna Lakshminarayana (Major Industries), A. Ramnarayana Reddy (Municipal Administration), Md. Ahmadullah Syed (Primary Education), C. Shilpa Mohan Reddy (Housing) and Galla Aruna Kumari (Roads and Buildings). Women have been given a sizeable share of the important portfolios with J. Geeta Reddy getting Information & Public Relations and Tourism, G. Aruna Kumari (Roads & Buildings), V. Sunitha Lakshma Reddy (Minor Irrigation) and D.K. Aruna (Small-Scale Industries). Women & Child Welfare, which is usually allotted to a female member in the Cabinet, has gone to Konda Surekha.

As in the earlier government, Health and Medical Department will have three separate Ministers. Danam Nagender gets the all-important Health and Family Welfare, APVVP and Hospital Services. P. Sudarshan Reddy will handle the Medical Education subject while Pithani Satyanarayana is entrusted with the portfolio to handle Arogyasri, 104, 108 and Medical Infrastructure.

Senior leader Gade Venkata Reddy will preside over the Departments of Endowments and Stamps & Registration while Balineni Srinivas Reddy from mine-rich Prakasam district got the crucial Mines and Geology portfolio.

Secondary Education has been bifurcated from Education for the first time as a prelude to the reforms contemplated for long, and entrusted to D. Manikya Varaprasada Rao. Housing, which includes Indiramma, Chief Minister’s pet programme, has been given to a fresher, Shilpa Mohan Reddy.

Congress circles said the Chief Minister had taken care to distribute important portfolios to all the three regions. Accordingly, 10 Ministers from Telangana have been entrusted 10 portfolios out of the 14 berths, while 11 out of the 16 Ministers have plum subjects. In Rayalaseema, four out of the five Ministers were given crucial subjects.
